Not on the retirement permission, Stamp 0. One of its conditions is that you cannot use publicly funded services, and the official example is being treated at a public hospital.

The Stamp 0 condition
Stamp 0 is the permission an American applies for to retire in Ireland when they have no Irish, European, or British passport. It comes with firm limits:
- You must not work, unless specified in a letter of permission from Immigration Service Delivery.
- You cannot receive any benefits.
- You cannot use publicly funded services, such as being treated at a public hospital.
So for a Stamp 0 retiree, the plan is private insurance and private care.
The general rule in Ireland
For most people living in Ireland, public health services depend on being ordinarily resident. That means living there, or intending to live there, for at least a year.
A Stamp 0 retiree may well live in Ireland for more than a year. But the Stamp 0 condition still applies, and it rules out publicly funded services.
The insurance you must have
Private health insurance is not optional on this route. It is the third condition of Stamp 0, after income and savings.
- You need evidence of private medical insurance with full cover in private hospitals.
- You show it when you apply, and you show it again when you register in Ireland.
- At registration, the policy must be in your name and valid for 12 months, or for the length of your stay if that is shorter.
Can you get insurance at your age?
Irish health insurance companies must accept anyone who wishes to join, regardless of age or health — with one exception. Insurers are not obliged to offer cover to a new applicant aged 65 or over, unless that person already held a policy with a registered Irish insurer that lapsed less than 13 weeks earlier. Below that age, cover is guaranteed but subject to waiting periods (26 weeks under 55, 52 weeks from 55 to 64), so check those before you choose a policy.
What if you are only visiting?
As a United States citizen, you do not need a visa to land in Ireland, and an immigration officer can give you visitor permission for a maximum of 3 months.
While you are only visiting, Americans have no entitlement to free or subsidized health services.
Other routes have other rules
Stamp 0 is not the only way to live in Ireland. If you have a grandparent born in Ireland, you may be able to become an Irish citizen by registering on the Foreign Births Register. Irish citizens can live in Ireland without any conditions.
The spouse of an Irish citizen receives a different permission, Stamp 4. The Stamp 0 limits described here belong to Stamp 0.
In short
- On Stamp 0: no publicly funded services, including public hospital treatment.
- Private medical insurance with full cover in private hospitals is required.
- Irish insurers must accept you regardless of age or health if you are under 65; new applicants 65 and over can be turned away unless they held a recently lapsed policy.
- As a visitor: no entitlement to free or subsidized health services.
Rules change, so read the official pages before you apply.
