1. Pat the beef dry with paper towels. Combine the flour, salt, and pepper in a shallow dish. Add the beef and toss to coat well with the flour. Reserve the remaining seasoned flour for later.
2. Heat the vegetable oil in a large nonstick skillet. Remove the beef from the flour and shake off any excess. Add the beef in batches in a single, uncrowded layer to the skillet. Cook, turning, about 10 minutes per batch until browned on all sides. Transfer browned beef to a slow cooker.
3. Add the onions to the skillet and cook for five minutes until golden. Add the Guinness and garlic; boil for one minute, scraping up the browned bits from the pan.
4. Pour the Guinness and onion mixture over the beef in the slow cooker. Add the beef broth, parsley, bay leaves, and thyme. Cover and cook on low for 6 to 8 hours or until the beef is tender.
5. About 1 hour before serving, add the potatoes, carrots, and rutabaga to the slow cooker. Stir gently, cover, and continue cooking until the vegetables are tender.
6. If desired, top with thawed puff pastry and bake in a preheated oven at 200°C (400°F) for 15 minutes until golden and puffed.
